- Top 8% on test scores or other indicators based on local norms
- Add nominations by teachers based on creativity, commitment, interest, performance
- Add nominations by parents, peers, self
- Circulate list of nominees to teachers for additions
- Notify parents
- Ask teachers for nominations all year
